Insurance carriers seeking to participate in the Assumption Reinsurance Depopulation Program (Assumption Program) must be authorized to write property insurance in Texas. Insurers who are not currently authorized to write property insurance in Texas and want to participate in the upcoming round of the Assumption Program are strongly urged to apply to the Texas Department of Insurance (TDI) now. Applications for authorization received by TDI after April 1, 2017 may not complete the approval process before the start of the 2017-2018 Assumption Program, and the carrier will be unable to participate in this upcoming round.
The Assumption Program allows participating insurers to make offers on large numbers of TWIA policies and receive the book of accepted offers on a common date, June 1. Participating insurers may enter into a quota share reinsurance agreement with TWIA which covers policies during the six month offer and opt out period of December 1, 2017 through May 31, 2018.
