TWIA Board to Meet on Budget, Legislative Recommendations

Essential Meeting Information: 

  • The TWIA Board of Directors will meet on Thursday, October 8, at 9:00 a.m.  
  • Access the meeting agenda. 
  • The Board will review preliminary information about the Association’s 2027 budget and consider proposals put forward by the Board’s committee developing recommendations for TWIA’s 2026 Biennial Report to the Legislature. 
  • Members of the public can provide written comments via email before the meeting or provide virtual or in-person comment at the meeting. 

The TWIA Board of Directors will hold an interim meeting on Thursday, October 8, at 9:30 a.m. CT in Austin and via web conference. The meeting agenda is available.

2027 Budget

TWIA staff will preview the 2027 budget ahead of the Board’s November 10 meeting in Corpus Christi. The Board is expected to approve the budget at the November meeting. The Board will not consider action on TWIA rates at this meeting.

Legislative Recommendations

The Board will consider topics put forward by its Legislative & External Affairs Committee.

The Board will consider whether to include these topics as recommended law changes in the Association’s Biennial Report to the Texas Legislature. The implementation of any recommended changes in law would require enactment by the Texas Legislature.

The Committee met on September 1 and voted to move the following topics forward for consideration by the TWIA Board.

  • Multidistrict Litigation: Eliminate or make optional TIC Section 2210.575(e) requiring actions against the Association be presided over by a judge appointed by the judicial panel on multidistrict litigation.
  • FORTIFIED Home Construction: Consider the feasibility and possible public funding of FORTIFIED home construction and other mitigation programs.
  • House Bill 3689 Refinement: Modify the law relating to TWIA’s catastrophe funding structure to:
    • allow additional time to perform administrative tasks necessary to execute state financing arrangements and the statewide policy surcharges used to repay them, and
    • allow for an alternative method of funding after the exhaustion of the Catastrophe Reserve Trust Fund and prior to executing state financing arrangements if the amount needed to pay excess losses is minimal.
  • Depopulation Program: Modify aspects of TWIA’s Assumption Reinsurance Depopulation Program to encourage participation and the transfer of policies to the private market.
  • Tort Reform: Consider legislative changes similar to measures passed by the Florida Legislature to address litigation issues impacting insurance costs.

The Biennial Report must be submitted to the Texas Legislature, the Insurance Commissioner, and the Sunset Advisory Commission in the year before a legislative session. By statute, the report must include: 

  • Any proposed changes in the laws relating to the regulation of TWIA, 
  • A statement of the reasons for the changes, and 
  • Any information regarding TWIA operations or procedures that is requested by the Texas Department of Insurance to be addressed in the report. 

The most recent TWIA Biennial Report was published in 2024. 

Public Participation and Comment

All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at TWIA’s office in Austin or virtually via Zoom. Members of the Board and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube.

TWIA provides three methods for stakeholders to provide public comment to the Board of Directors:

1) Written Public Comment

Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Tuesday, October 6, so the Board can receive and review them before the October 8 meeting. TWIA staff will provide the Board with all written comments regardless of when they are received. 

Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, at the bottom of this web post.

2) Virtual Verbal Public Comment via Zoom

Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone.   • You can register to attend the meeting via Zoom.
  • After registering for the meeting, you will receive a confirmation email with details on how to join the meeting from your preferred device.
  • This method of comment is audio only (no video).

3) In-Person Verbal Public Comment at TWIA’s office in Austin 

Individuals wishing to make in-person verbal public comment must attend the meeting at TWIA’s office in Austin. TWIA staff will facilitate the public comment process.
