TWIA Posts 2026 Rate Adequacy Analysis; Actuarial & Underwriting Committee to Meet on Rate Recommendation

The Texas Windstorm Insurance Association (TWIA) today published its 2026 Rate Adequacy Analysis. TWIA’s Actuarial & Underwriting Committee will meet on June 30 to review the Analysis and develop a recommendation to the TWIA Board of Directors on the Association’s required annual rate filing with the Texas Department of Insurance.

TWIA Rate Adequacy
TWIA’s 2026 Rate Adequacy Analysis finds that TWIA’s current rates are adequate by 9 percent for residential coverage and 4 percent for commercial coverage.
The Rate Adequacy Analysis, prepared by TWIA’s actuarial staff, is an estimate of the extent to which premiums are sufficient to cover the Association’s operating expenses and its expected losses from claims.
The 2026 Analysis shows significant improvement in TWIA’s rate adequacy since a law was enacted last year by the Texas Legislature that decreased the level of funding TWIA is required to maintain, resulting in reduced reinsurance costs. The Legislature also exempted TWIA from certain taxes, which contributed to the improvement in TWIA’s rate adequacy.

Public Participation and Comment
All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at TWIA’s office in Austin or virtually via Zoom. Members of the Committee and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube.
TWIA provides three methods for stakeholders to provide public comment to the Committee:
1) Written Public Comment
Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Friday, June 26, so the Committee can receive and review them before the June 30 meeting. TWIA staff will provide the Committee with all written comments regardless of when they are received.
Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, at the bottom of this web post.
2) Virtual Verbal Public Comment via Zoom
Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone. Individuals wishing to make in-person verbal public comment must attend the Committee meeting at TWIA’s office in Austin. TWIA staff will facilitate the public comment process; Committee members are expected to participate virtually.
