TWIA Actuarial & Underwriting Committee to Meet to Make Recommendation on 2026 Catastrophe Funding Determination 

Essential Meeting Information: 

  • TWIA’s Actuarial & Underwriting Committee will meet virtually on October 23 at 10:00 a.m. CT to develop a recommendation to the Board on 2026 catastrophe funding. 
  • A new law has made important changes to how TWIA sets its catastrophe funding structure for each storm season.

The Texas Windstorm Insurance Association’s (TWIA) Actuarial & Underwriting Committee will meet virtually to develop a recommendation on the method the Board uses to determine the Association’s 1-in-50 Probable Maximum Loss (PML) for the 2026 storm season. 

The meeting will be held via Zoom on October 23 at 10:00 a.m. CT and will be livestreamed on YouTube. The agenda and meeting materials are available. 

House Bill 3689, enacted by the Texas Legislature earlier this year, made important changes to TWIA’s catastrophe funding structure and related processes.

  • The new law changed the Association’s minimum required funding level to the Probable Maximum Loss for the Association for a storm season with a probability of 1-in-50 (or a storm season with a 2 percent chance of occurring).

  • The Actuarial & Underwriting Committee is expected to recommend to the Board a method of determining the 1-in-50 PML based on the use of one or more commercially available catastrophe models. TWIA’s catastrophe modeling vendor, Aon, will provide information to the Committee on catastrophe models at this meeting. 
  • The TWIA Board is expected to review the Committee’s recommendation and adopt a proposed method to provide to the Commissioner of Insurance at its November 4 meeting in Corpus Christi. 
  • The Board is expected to set the Association’s minimum catastrophe funding level for the 2026 hurricane season at their quarterly meeting in February.  

Public Participation and Comment      

All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at the October 23 Committee meeting at TWIA’s office in Austin or virtually via Zoom. Members of the Committee and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube.    

TWIA provides three methods for stakeholders to provide public comment to the Actuarial & Underwriting Committee:     

1) Written Public Comment      

Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Tuesday, October 21, so the Committee can receive and review them before the October 23 meeting. TWIA staff will provide the Committee with all written comments regardless of when they are received.  All written comments will also be provided to the Committee.  

Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, at the bottom of this web post.      

2) Virtual Verbal Public Comment via Zoom      

Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone. 3) In-Person Verbal Public Comment at TWIA’s Office  

Individuals wishing to make in-person verbal public comment must attend the meeting at TWIA’s office in Austin. TWIA staff will facilitate the public comment process; Committee members are expected to participate virtually.
