TWIA Board Directs Filing for No Rate Increase in 2027 

The Texas Windstorm Insurance Association (TWIA) Board of Directors met on August 4 and voted unanimously to direct staff to file a 0% rate change in the Association’s required annual filing with the Texas Department of Insurance (TDI). The filing will be made by the August 15 deadline.  

The vote followed the Board’s receipt of a recommendation from its Actuarial & Underwriting Committee for no change in rates. The Board also heard public comments from stakeholders, including elected officials and other coastal community members.   

TWIA’s 2026 Rate Adequacy Analysis, prepared by the Association’s actuarial staff, indicates that TWIA’s current rates are adequate by 9% for residential coverage and 4% for commercial coverage. The Analysis shows significant improvement in TWIA’s rate adequacy since the Texas Legislature enacted a law last year that reduced the minimum level of funding TWIA is required to maintain, resulting in lower reinsurance costs. The Legislature also exempted TWIA from certain taxes, which contributed to the improvement in TWIA’s rate adequacy.

Other Business 

In addition to receiving routine operational updates, the Board also:  

  • Received a report on commissions paid to insurance agents and directed staff to conduct additional research related to the issue.
  • Directed staff to make a required filing with the Texas Department of Insurance for changes to the maximum liability limits on Association policies.
  • Approved a determination that the entire balance of the Catastrophe Reserve Trust Fund (CRTF) is required to be kept available to pay potential claims from future storms and directed staff to inform the Texas Comptroller’s Office of this determination.   
  • Received a briefing by actuarial staff on the annual adjustment of factors for the Automatic Adjusted Building Cost Endorsement on TWIA policies. 
    • Residential policies renewing on or after September 1, 2026, will see an automatic increase in the dwelling coverage amount of about 3%.
  • Approved the selection of auditors/accountants for 2026 and authorized non-audit services.  
  • Approved staff’s recommendation for the selection of a reinsurance broker as a result of a Request for Proposals and received information on an upcoming Request for Proposals for catastrophe modeling services.
  • Approved a committee’s recommendation to adopt performance criteria for the General Manager, the Association’s chief executive.
