The Texas Windstorm Insurance Association (TWIA) today published its 2025 Rate Adequacy Analysis. TWIA’s Actuarial & Underwriting Committee will meet on July 14 to review the Analysis and develop a recommendation to the TWIA Board of Directors on the Association’s required annual rate filing with the Texas Department of Insurance.

TWIA Rate Adequacy

TWIA’s 2025 Rate Adequacy Analysis finds that TWIA’s current rates are inadequate by 3 percent for residential coverage and 5 percent for commercial coverage.

The Rate Adequacy Analysis is an estimate, prepared by TWIA’s actuarial staff, of the extent to which premiums are sufficient to cover the Association’s operating expenses and its expected losses from claims.

The 2025 Analysis shows a significant improvement in TWIA’s longtime rate inadequacy. This is attributed directly to legislation passed in the recently concluded session of the Texas Legislature that reduces the Association’s minimum required catastrophe funding for each storm season, which will decrease the cost incurred by TWIA for reinsurance. The Legislature also exempted TWIA from certain taxes which contributed to the improvement in TWIA’s rate inadequacy.

YEAR RESIDENTIAL RATE INADEQUACY COMMERCIAL RATE INADEQUACY
2021 39% 46%
2022 15% 11%
2023 20% 22%
2024 38% 45%
2025 3% 5%

TWIA’s Rate Adequacy Analysis consists of several PDF documents and Microsoft Excel spreadsheets. The complete 2025 TWIA Rate Adequacy Analysis is now available on TWIA’s website.

Previous TWIA Rate Adequacy Analyses can be found in the Financials & Reports section of TWIA’s website. More information and a timeline on TWIA’s annual rate filing process is available here
