TWIA Board Directs Filing for No Rate Increase in 2026 

The Texas Windstorm Insurance Association Board of Directors met on August 5 and voted to direct staff to file a 0% rate change in the Association’s required annual filing with the Texas Department of Insurance (TDI). The filing, which was approved by a vote of seven to one, with one abstention, will be made by the August 15 deadline.  

The vote followed the Board receiving a recommendation from its Actuarial & Underwriting Committee for no change in rates. The Board also heard public comments from stakeholders including elected officials and other coastal community members.   

TWIA’s 2025 Rate Adequacy Analysis, prepared by the Association’s actuarial staff, indicates that TWIA’s current rates are inadequate by 3% for residential coverage and 5% for commercial coverage. The Analysis shows a significant improvement in TWIA’s longtime rate inadequacy, which is attributed to legislation passed in the recently concluded legislative session. 

Other Business: 

The Board’s Secretary-Treasurer announced that the Insurance Commissioner made the following appointments to the Board, filling all previously outstanding vacancies: Rolando Rubiano, an engineer from Cameron County, as a First Tier Coastal Representative; and Mark Shewmaker, an investor and government relations consultant from Travis County, as a Non Seacoast Territory Representative. 

In addition to receiving routine operational updates, the Board also: 

  • Directed staff to make a required filing with the Texas Department of Insurance for changes to the maximum liability limits on Association policies.   
  • Received a briefing by actuarial staff on the adjustment of factors for the Automatic Adjusted Building Cost (ABC) Endorsement on residential TWIA policies. Residential policies renewing on or after November 1, 2025, will see an automatic increase of about 1% in the coverage amount. 
  • Directed the Actuarial & Underwriting Committee to meet later this year to make recommendations to the Board related to 2026 catastrophe funding. New laws enacted in the recently concluded Texas legislative session will require the Board to make earlier decisions on the Association’s funding for future storm seasons. The Board requested that the Committee meet in conjunction with a previously scheduled interim meeting of the Board on October 8, pending the availability of expected participants in the Committee meeting. The Board also asked to receive a briefing on catastrophe modeling from Aon, the Association’s modeling vendor, at the meeting.
