TWIA Committee Recommends No Rate Increase

The Texas Windstorm Insurance Association’s Actuarial & Underwriting Committee met on June 30 and recommended that the Association make a rate filing with the Texas Department of Insurance requesting no change in residential or commercial rates for 2027 policies. The recommendation, by a 4 to 1 vote, will be considered by the full TWIA Board of Directors on August 4.

The recommendation came after the Committee reviewed the 2026 TWIA Rate Adequacy Analysis prepared by the Association’s actuarial staff.

The 2026 Analysis found rates to be adequate by 9 percent for residential coverage and 4 percent for commercial coverage. If TWIA collects more from policyholder premiums than it spends on losses and operating expenses, the net gains from operations will be deposited in the Catastrophe Reserve Trust Fund for use after major storms.

The Analysis shows significant improvement in TWIA’s rate adequacy since the Texas Legislature enacted a law last year that reduced the minimum level of catastrophe funding TWIA is required to maintain, resulting in lower reinsurance costs. The Legislature also exempted TWIA from certain taxes, which contributed to the improvement in TWIA’s rate adequacy.

The Committee also received written comments and heard public comment at the meeting.

The TWIA Board will consider the Committee’s recommendation, the Rate Adequacy Analysis, and stakeholder feedback when voting to decide the content of the Association’s annual rate filing, which is required to be made on or before August 15 with the Texas Department of Insurance (TDI).
