Public Invited to Comment as TWIA Board Considers Annual Rate Filing at August 4 Meeting in Galveston

The Texas Windstorm Insurance Association Board of Directors will meet at the Tremont House Hotel in Galveston on Tuesday, August 4, at 9:00 a.m. CT. The Board is expected to consider the Association’s statutorily required annual rate filing for 2027 policies. The meeting agenda is available.
All meetings of the TWIA Board of Directors are open to the public. Members of the public are invited to provide public comment at the Tremont House Hotel in Galveston or virtually via Zoom. Rate Filing Decision
TWIA’s 2026 Rate Adequacy Analysis finds that TWIA’s current rates are adequate by 9 percent for residential coverage and 4 percent for commercial coverage. The TWIA Board’s Actuarial & Underwriting Committee recommended a filing for no change in rates at their June 30 meeting.
The 2026 Analysis shows significant improvement in TWIA’s rate adequacy since the Texas Legislature enacted a law last year that reduced the minimum level of funding TWIA is required to maintain, resulting in lower reinsurance costs. The Legislature also exempted TWIA from certain taxes, which contributed to the improvement in TWIA’s rate adequacy.

The Board will consider the Committee’s recommendation, the Rate Adequacy Analysis, and stakeholder feedback when voting to decide the content of the Association’s annual rate filing, which is required to be made on or before August 15 with the Texas Department of Insurance.
All TWIA filings are subject to review by the Department of Insurance. The Insurance Commissioner must approve a filing for a rate increase to go into effect.

Public Participation and Comment
All meetings of the TWIA Board of Directors and its committees are open to the public. Interested parties are encouraged to submit comments by noon on Friday, July 31, so the Board can receive and review them before the August 4 meeting. TWIA staff will provide the Board with all written comments regardless of when they are received.

2) Virtual Verbal Public Comment via Zoom
Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone.
