Public Invited to Comment as TWIA Board Considers Annual Rate Filing at August 5 Meeting in Galveston

The Texas Windstorm Insurance Association Board of Directors will meet at the Tremont House Hotel in Galveston on Tuesday, August 5 at 9:00 a.m. CT. The Board is expected to consider the Association’s statutorily required annual rate filing for 2026 policies. The meeting agenda and meeting materials are available.
All meetings of the TWIA Board of Directors are open to the public. Members of the public are invited to provide public comment at the Tremont in Galveston or virtually via Zoom. Rate Filing Decision
TWIA’s 2025 Rate Adequacy Analysis, prepared by the Association’s actuarial staff, indicates that TWIA’s current rates are inadequate by 3 percent for residential coverage and 5 percent for commercial coverage. The Board’s Actuarial & Underwriting Committee met on July 14 and voted to recommend no change in rates for 2026 residential and commercial policies.
The 2025 Analysis shows a significant improvement in TWIA’s longtime rate inadequacy. This is attributed directly to legislation passed in the recently concluded session of the Texas Legislature that reduces the Association’s minimum required catastrophe funding for each storm season, which will decrease the cost incurred by TWIA for reinsurance. The Legislature also exempted TWIA from certain taxes, which contributed to the improvement in TWIA’s rate inadequacy.

The TWIA Board will consider the Committee’s recommendation, the Rate Adequacy Analysis, and stakeholder feedback when voting to decide the content of the Association’s annual rate filing which is required to be made on or before August 15 with the Texas Department of Insurance.
State law also requires that:
- Two-thirds of the Board must vote to approve the filing of a rate increase.
- All TWIA filings seeking rate increases are subject to review and approval by the Texas Insurance Commissioner.

Other Board Meeting Business
Other items on the meeting agenda include:
- A review of bills affecting TWIA enacted by the 89th Texas Legislature.
- The Association’s required annual maximum limits of liability filing with the Texas Department of Insurance.
- A briefing by actuarial staff on the annual adjustment of factors for the Automatic Adjusted Building Cost (“inflation guard”) Endorsement on TWIA policies.
- A review of contracts for catastrophe modeling, auditors, and accountants for 2026, and authorization of non-audit services.
- Election to fill vacancies in officer positions of the Board.
- Potential work by the Actuarial & Underwriting Committee on TWIA’s 2026 catastrophe funding.
- Routine reports and operational updates from staff.
Public Participation and Comment
All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at the August 5 Board meeting at the Tremont House in Galveston or virtually via Zoom. Members of the Board and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube.
TWIA provides three methods for stakeholders to provide public comment to the Board:
1) Written Public Comment
Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Friday, August 1, so the Board can receive and review them before the August 5 meeting. TWIA staff will provide the Board with all written comments regardless of when they are received.
Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, at the bottom of this web post.
2) Virtual Verbal Public Comment via Zoom
Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone. Individuals wishing to make in-person verbal public comment must attend the meeting at the Tremont Hotel in Galveston. TWIA staff will facilitate the public comment process; some Board members may participate virtually.
